Municipal Solid Waste Management in Turkey: Status, Challenges and Future Strategies

As in many developing countries, municipal solid waste (MSW) is one of the major environmental problems in Turkey. Problems associated with MSW are difficult to address, but efforts towards more efficient and environmentally acceptable waste disposal continue in Turkey. Although strict regulations on the management of solid waste are in place, undesirable disposal methods such as open dumping still have been widely applied in Turkey.

Solid waste management, a globally challenging issue due to its adverse environmental effects and higher costs, constitutes one of the most crucial problems faced by Turkish cities and local governments today. The rise in both total and per capita waste Generation and environmental impacts associated with inappropriate waste disposal practices together with the absence of an effective management mechanism has created severe problems in waste management in Turkey. Today, with the help of EU adaptation, waste generation and management have been recognized as a priority for Turkey and policies are being developed to overcome existing obstacles. Institutional capacity have been developed in both central government and many municipalities in Turkey to overcome the waste problem. Furthermore, waste management has been a pressure point for Turkey while being a candidate country for EU accession. This study examines the current status of waste management in Turkey and underlines problematic areas in waste management sector.

Mit der Richtlinie 98/2008/EG wurde in Europe eine Prioritätenfolge, die so genannte Abfallhierarchie, für Maßnahmen in Bereich der Abfallwirtschaft festgelegt. Diese fünfstufige Reihung bietet auf den ersten Blick eine einfache und rasche Entscheidungshilfe, welche Behandlungsarten für Abfälle zu bevorzugen bzw. zu vermeiden sind. In der Praxis zeigt sich jedoch, dass die in der Abfallhierarchie bevorzugen Optionen, Vermeidung und Wiederverwendung, zu wenig zur Anwendung kommen und die Abfallmenge weiterhin ansteigt.

Waste management has been recognized as one of the most pressing problems in Greece suffering of a low level of organization and relying predominantly on semi-controlled landfills until the end of the previous century [9]. Nevertheless improvements have been made during the last twenty years making the solid waste management in Greece a well-structured, organized and environmentally responsible activity with specific goals, mostly in the urban areas. However, there is a big need of changing the waste Management model. The development of efficient use of resources is the mean of realizing this vision. The transformation of the economy towards a resource-efficient direction will lead to increased competitiveness and new sources of growth and jobs through cost reduction through improved efficiency, commercialization of innovations and better management of resources throughout the duration of cycle life.

Municipal solid waste (MSW) known as trash or garbage consists of food waste, paper, cardboard, plastics, PET, glass, textiles, metals, wood and leather, nappies, slug, ash, etc. are arising from human and animal activities. The rapid development and urbanization of China have resulted in an increasing volume of MSW. So the problem of MSW management has become a major social problem, but one the other hand, because of their intrinsic properties, MSW are often reusable and may be considered a resource for energy recovery. The delivering quantity of household waste averages 179 million tons in China, and the amount of untreated MSW over the years has reached 7 billion tons.

Nachhaltiges Wirtschaften bedarf langfristiger Strategien. Auch die Entwicklung der Abfallwirtschaft ist von vielfältigen Trends bestimmt: Wachsender Ressourcenverbrauch, Klimawandel oder die wirtschaftliche Entwicklung in Schwellenländern sind nur einige davon. Wie sich diese Trends in ihrer Gesamtheit in Zukunft entwickeln könnten, ist wesentlich für die langfristige Ausrichtung der Abfallwirtschaftspolitik, aber auch für eine strategische Planung in der von Abfallfragen betroffenen Wirtschaft. Strategischen Entscheidungen liegen aber häufig persönliche Präferenzen und ein verengter Blick auf Tagesthemen zugrunde. Eine gute Basis für eine langfristige Planung kann daher nur durch systematisches und methodisch fundiertes Vorgehen geschaffen werden.

Due to an increasing environmental pressure affecting regulation of waste treatment in developed countries, new solutions of collection, specific treatment and recycling of organic waste appear in many countries in order to lower the quantities of organic waste that directly sent towards land filling or incineration. The growing scarcity and increasing price of fossil energy leads towards the more and more systematic integration of an anaerobic digestion stage in the biological treatment of bio waste or mixed waste.
