The use and the marketing of feed additives and their free movement in the European Union is a very important economic aspect. Differences between the relating laws of the single Member States may impede the free movement of these products by creating unequal conditions for competition.
As summarized in the foregoing, the use and the marketing of feed additives are regulated by common concepts, principles and procedures set out in Regulation (EC) No 1831/ 2003. The main objective is to assure a high level of protection of human health, animal health and welfare, environment and users’ and consumers’ interests in relation to feed additives, whilst ensuring the effective functioning of the internal market. Therefore, feed additives must undergo a safety assessment through a Community authorization procedure before being placed on the EU market. This procedure involves the European Food Safety Authority, the Commission, the Member States and the interested feed operator (applicant). It lies within the applicant’s responsibility to adequately and sufficiently demonstrate (by appropriate trials and scientific data) that the Conditions for authorisation laid down in Article 5 of Regulation (EC) No 1831/2003 are fulfilled. The European Food Safety Authority’s task is to evaluate, from a scientific point of view, the data submitted by the applicant, while competence for definitely authorising a feed additives is conferred on to the Commission, who may take into account also other than scientific factors. This system shall guarantee that balanced decisions may be made; taking into account the consumers’ interests as well as the operators’ economic rights.

Ein "Feuerzeug" ist: ein zur Erzeugung einer Flamme unter Verwendung eines Brennstoffs bestimmtes, von Hand betätigtes, mit einer integralen Brennstoffversorgung gefertigtes und gegebenenfalls zum Nachfüllen bestimmtes Gerät, das in der Regel zum beabsichtigten Anzünden speziell von Zigaretten, Zigarren und Pfeifen dient und bei dem vorhersehbar ist, dass es auch zum Anzünden von Gegenständen wie Papier, Dochten, Kerzen und Laternen verwendet wird.1 Eine EU-weite Regelung über Feuerzeuge – ein weiterer schwerer Fall von Brüsseler Regulierungswahn? Die Geschichte der Feuerzeugverordnung ist ein schönes Beispiel für die Gemengelage aus auteren Motiven, inszenierten Einsprüchen und diskreten Kompromissen, aus der europäisches Recht entsteht.

The Chinese steel sector is recovering from the recession, at least for the time being. Since hitting rock bottom in mid-November 2008, prices have significantly recovered, the warehouses have reduced their excess stock, and companies are hoping that the government’s infrastructure programme will help them overcome the crisis, reports the ‘Asien Kurier’ in its March edition. The steel recycling sector will also benefit from the upswing.
