Bioenergy is a renewable energy that can potentially contribute to a wider range of economic, social, and environmental objectives, and facilitate sustainable development. The assessment, management and monitoring of the various bioenergy development options are complex in nature and deliver varying benefits; depending on the appropriateness of the implementation, management structure as well as the degree of uptake and adoption.
Therefore, both public and private sector policy makers, decision-makers, and technology developers (at the local, regional and national levels) require robust methods to assess and manage proposed bioenergy interventions. The rapid pace of global bioenergy developments means that decision-support systems and policies are urgently needed, particularly in industrialising countries. One such newly industrialised country that is rapidly developing and is carbon intensive, South Africa, was used to illustrate how to plan for sustainable development through the comprehensive and holistic assessment, monitoring and management of bioenergy interventions. The Bioenergy Systems Sustainability Assessment and Management (BIOSSAM) framework consists of an analytical approach that incorporates planning for sustainability together with the use of decision-support tools and modelling to assess and manage the entire bioenergy value chain.

Die Energie- und Klimaziele der Bundesregierung für die kommenden Dekaden sind in dem Energiekonzept 2010 bzw. in den Beschlüssen zur Energiewende im Juni 2011 klar formuliert worden. Die Bundesregierung strebt unter anderem an, dass bis zum Jahr 2020 der Anteil erneuerbarer Energien am Bruttoendenergieverbrauch 18 Prozent betragen soll. Bis zum Jahr 2050 soll dieser Anteil weiter auf 60 Prozent ansteigen. Der dafür zwingend notwendige Strukturwandel innerhalb der deutschen Energiewirtschaft muss sich daher wesentlich auf die Zuwendung der nachhaltigen Energiebereitstellung auf Basis von erneuerbaren Energieträgern fokussieren.

Bioenergy gives Europe the best opportunity to reduce GHG emission and secure its energy supply. However, the biomass production should not create additional pressure on the environment. Therefore, for the presented calculations, biomass for energy utilization originates from the cropland of the existing agricultural areas. Permanent grassland, areas of agro-forestry and pasture have not been taken into account.

Die regionale Energiebereitstellung ist im Kontext der Energiewende mehr und mehr in den Fokus vieler kommunaler Aktivitäten gerückt. Die Anzahl der Erneuerbare- Energien-Kommunen, Bioenergie-Kommunen und „energieautarker“ Kommunen und Regionen steigt ständig. Zusätzlich haben sich viele Energieversorger und Kommunen im Rahmen von beispielsweise Agenda-21-Prozessen klare Zielsetzungen im Bereich der Reduktion von Klimagasemissionen gesetzt.
